Short answer: Early Weeping Creek Valley. Game8: reward for the Purge the Sect quest. TheGamer: after Peng Meng, take a broken bow from the dying archer at Ruthless Archer Camp, then have the former archer on a rooftop opposite the Outpost blacksmith repair it. Feather Bow is a ranged Phantom Edge (secondary weapon).
